Exception filter contradicts "never fail the workflow" guarantee

src/OpenClaw.Orchestrator.Infrastructure/Services/JiraWorkflowTransitionService.cs:46-55

JiraWorkflowTransitionService.TryTransitionAsync only catches InvalidOperationException, ArgumentException, HttpRequestException, and TaskCanceledException. Any other exception thrown by IJiraClient or by logStreamer (e.g. ObjectDisposedException, IOException, custom exceptions) propagates out of WorkerJobProcessor and WorkflowOrchestrator call sites, which can fail the workflow purely because of a Jira-integration hiccup — the opposite of the documented behavior.

Widen the catch to `Exception` (still gated on `!cancellationToken.IsCancellationRequested`) or explicitly document and test the closed exception list.

GitHub App authentication path is not covered by unit tests

GitHubClientTests exercises only the PAT (`token`) branch. The new `Bearer` branch for GitHub App installation tokens is reachable only through integration, leaving the scheme split unprotected against regressions.

Add a sibling test that supplies a GitHub App installation token (no Codex PAT/file) and asserts the Authorization scheme is `Bearer`.

The implementation report states Jira errors must not fail the workflow, but no test asserts this. A RecordingJiraClient variant that throws is needed to lock in the catch-and-log behavior of JiraWorkflowTransitionService through both the orchestrator and worker call paths.

Add tests where IJiraClient.TransitionIssueAsync throws HttpRequestException/InvalidOperationException and verify the workflow continues and a warn log is written.

Rerun path triggers Jira transition even when status is unchanged

WorkflowOrchestrator's rerun call site invokes TryTransitionAsync(workflow, workflow.Status, ct) without comparing against the previous status, unlike WorkerJobProcessor which guards with `workflow.Status != previousWorkflowStatus`. When rerun does not change the status, this still posts the mapped transition to Jira and emits an info log.

Capture previousWorkflowStatus before the rerun mutation and only call TryTransitionAsync when the status actually changes.

WorkflowTransitions JSON has no save-time validation

IntegrationSettingsService accepts any string for Jira:WorkflowTransitions. Invalid JSON or wrong shape is only surfaced at runtime as a warn-level log scoped to the workflow, so misconfigurations stay silent until a transition is attempted.

Validate JSON shape on update (or in SettingsClient) and reject invalid maps with a clear error so operators get immediate feedback.

Move GitHubAuthentication record to its own file

GitHubAuthentication is declared at the bottom of IntegrationSettingsService.cs, which makes the file's primary class harder to navigate and hides the new public type from file-by-name searches.

Extract GitHubAuthentication into its own file under Services/ or Models/.

Replace stringy WorkflowTransitions JSON with a typed map

Storing the transition mapping as a JSON string forces every consumer (API DTO, DI, settings service, JiraWorkflowTransitionService) to re-parse and re-validate. A typed Dictionary<string,string> on JiraOptions, serialized only at the persistence boundary, would simplify validation, UI, and tests.

Promote WorkflowTransitions to a strongly typed map and convert to/from JSON only when reading/writing the secure setting.
